This position reports to the Director of Supply Chain Management and is responsible for overseeing all areas of the Acquisition Lifecycle and recognized as an internal/external expert and thought leader in Subcontracts. The successful candidate will manage an Integrated Product Team (IPT), developing new hardware and software technologies. The candidate must have demonstrated ability to effectively innovate and implement complex business strategies at all levels in order to influence buy-in for high stakes decisions. This role will require a high degree of skill in Earned Value Management and cross functional leadership to increase accountability across the supply chain working with key stakeholders including: Business Development, Program Management, Finance, Contracting, Engineering and Operations. This role will have a high level of visibility and requires the ability to develop and execute acquisition specific management strategies including but not limited to, utilization of spend management levers, negotiation techniques, program/project management practices and be able to present this information to senior executives in the organization. Some responsibilities include: Drives innovation of new technology, concepts and best practices in the area of Supply Chain Management. Effectively communicates the innovations at all levels in order to influence buy-in. Establishes, tracks and reports supplier performance including Earned Value Management to increase accountability and visibility. Develops supply chain and subcontract management strategies and recommends operational plans that directly affect short-term, mid- term and long-term results Frequently conduct briefings to senior leaders within and outside the organization in order to influence others to accept team's negotiation positions, views or practices and agree/accept new concepts, practices, and approaches Collaborate with senior key stakeholders including Business Development, Program Management, Contracting, Engineering and Operations on forecasted work facilitating early Supply Chain engagement. Provides broad subcontract management and cross-functional leadership while exhibiting mastery level knowledge of Government and industry best practices Demonstrated team building, organization and leadership skills Basic Qualifications: Bachelor’s Degree with a minimum of 15+ years of prior experience with FAR 15 acquisitions or, Graduate Degree with a minimum of 13+ years of prior FAR 15 acquisition experience. 13 years specialized experience directly relating to the specific responsibilities of the position, and demonstrated knowledge, skills, and abilities to perform successfully. 10 years managing Acquisition Category I (ACAT I) or Program Executive Officer (PEO) level program. 10 years experience with Earned Value Management Current and Active Secret Clearance required
